It is generally considered a southern state and is one of four states in the United States of America to use the Commonwealth designation. It owes its name to England's Queen Elizabeth I, who, having never married, was known as the 'virgin queen'[5]. An English colony since 1607, it was administered by a government council based in London and a local council until 1788.
