Climate and soil	The Basque mountains are a kind of climatic watershed of the Basque Country: the valleys in the north, in Biscay and Gipuzkoa, as well as the Ayala valley in Álava, are part of the area where the oceanic climate is predominant, with its year-round humid climate and moderate temperatures. The central area is more continental, with an almost Mediterranean climate, but with some influence from the northern oceanic climate: this causes hot, dry summers and cold, snowy winters.
History	The Basque provinces always tried to defend the system of autonomies and privileges of medieval origin codified from the 14th century onwards. (fueros). The collapse of the Ancien régime, however, opened the way to the abolition of the 'penal rules': for the French provinces in the North it was the revolution of 1789 that decreed its end, while for the Spanish provinces south of the Pyrenees, the fueros were one of the main reasons for the confrontation between the central State and the traditionalist front of the Basque provinces during the 19th century.
